Consultation description

皇冠体育app Office of Rail and Road (ORR) is consulting on guidance which sets out how we plan to administer the economic equilibrium test. When requested, ORR, as independent regulator, must carry out this test to reach a decision on whether to approve certain rail open access applications. 皇冠体育app test is described in a new EU implementing regulation which applies from 1 January 2019.
