Health Secretary announces winners of outcomes indicators for stroke recovery and children and young people鈥檚 experience of healthcare
皇冠体育app winners of the Innovation in Outcomes Competition, which set the challenge to identify ways of measuring two key outcomes - included in the NHS Outcomes Framework - for improving people鈥檚 recovery from stroke and for improving children and young people鈥檚 experience of healthcare, have been announced by Health Secretary Andrew Lansley.
皇冠体育app NHS Outcomes Framework, published at the end of last year was developed with the intention of:
1.聽setting out a broad set of measures that can be used to assess 聽how well the NHS is doing;
2.聽providing a mechanism by which the Government can hold the 聽new NHS Commissioning Board to account for how well it is 聽doing in achieving better outcomes for patients;
3.聽acting as a catalyst for outcome measurement throughout the 聽NHS.
皇冠体育app key challenges in creating the framework were firstly, to define the outcomes that matter most to patients. And secondly, to work out how the NHS would actually measure those outcomes - by developing the right indicators.
In March last year, at Innovation EXPO the Health Secretary announced a competition to help fill in some of these gaps in the Outcomes Framework. While a number of outcomes were identified in the Framework as important, it was not clear how these would be measured. Two outcomes in particular, improving people鈥檚 recovery from stroke and improving children and young people鈥檚 experience of healthcare, formed a key part of the competition.
Announcing the winners, Health Secretary, Andrew Lansley said:

皇冠体育app winner of the stroke outcome element of the competition came from a collaborative effort between several organisations:

鈥⒙爐he Royal College of Physicians of London Joint Specialty 聽Committee for Stroke Medicine
鈥⒙爐he South East Quality Observatory, and
鈥⒙爐he Cardiac and Stroke Networks in England
皇冠体育app winning entry proposed that the Modified Rankin Scale (mRS) should be developed as an indicator. This indicator uses the mRS to assess the patient鈥檚 recovery from stroke after six months, with scores ranging from:
鈥⒙�0 - no symptoms/complete recovery; through to
鈥⒙�3 - moderate disability requiring some help, but able to walk 聽without assistance; up to
鈥⒙�6 - where death occurs.
皇冠体育app mRS is an established measure of disability and sensitive to healthcare related interventions after stroke. It is already part of a routine data collection in older people (not just in those with stroke), and is used nationally and internationally. 皇冠体育app indicator will become part of the routine data collection after stroke.
皇冠体育app second winner focused on the vital need to capture the experience that children and young people have of healthcare. Historically, this area has been particularly difficult to measure. 皇冠体育app winner for this element was submitted by the Picker Institute Europe, and involved using the Children鈥檚 Outpatient Experience Indicator. 皇冠体育app indicator will measure the recent hospital outpatient experience of children aged 8 to 17 years and will compute a single indicator score from responses to questions about aspects of the hospital outpatient experience.
皇冠体育app Picker Institute Europe have developed a self completion survey (with option for parental/carer help) to gather specific and actionable information about the experience of young patients. 皇冠体育app questionnaire examines the aspects of experience that matter most to children and young people.
Both the stroke entry and the children and young people entry will now undergo some further technical work to ensure they can be included in the national NHS Outcomes Framework.
