皇冠体育app Lammy Review, chaired by David Lammy MP, is an independent review of the treatment of, and outcomes for, Black, Asian and Minority Ethnic (BAME) individuals in the Criminal Justice System (CJS).

In January 2016, the Prime Minister asked the Rt Hon David Lammy MP to lead an independent review, sponsored by MOJ, to investigate the treatment and outcomes of Black, Asian and Minority Ethnic (BAME) individuals within the Criminal Justice System (CJS) in England and Wales.

皇冠体育app review aims to establish the facts and make recommendations to ensure everyone in contact with the CJS is treated equally, whatever their race or ethnicity.

It will address all issues arising from the Crown Prosecution Service (CPS) role including:

  • the prosecutorial and court systems
  • prison and secure youth institutions
  • rehabilitation services

David Lammy has agreed that there will be 3 distinct elements of the review:

  • listening mode
  • analysis and challenge
  • findings

Listening mode

Information will be gathered from sources using methods including:

  • an online Call For Evidence, launched on 21 March, targeted at any individuals and organisations with an interest in equal treatment within the CJS
  • explore relevant existing research, in this jurisdiction and others
  • a series of themed round tables with relevant individuals, groups and organisations such as academics, practitioners, offenders, victims and third sector organisations
  • a series of visits undertaken by David Lammy to prisons, courts, probation services and young offenders institutes
  • a series of bi-lateral meetings between David Lammy and relevant senior stakeholders in the Criminal Justice System

Analysis and challenge

皇冠体育app Review team, in partnership with MOJ Analytical Services, will analyse the evidence gathered during the call for evidence.

皇冠体育app team will also examine existing data which appears to indicate disproportionality.

A panel of expert advisers will also be formed to offer challenge and support and identify areas that require more in-depth investigation.

Findings

皇冠体育app evidence and analysis will be reviewed and a set of actionable findings will be produced.

皇冠体育app recommendations will reflect the independent nature of the report due in Summer 2017.
