»Ê¹ÚÌåÓýapp form and content of the Estimate of Expense (EoE) is prescribed in the Standing Orders of the House of Lords and House of Commons. »Ê¹ÚÌåÓýapp EoE reports the cost of the works which are the subject of the additional or changed powers sought in the Additional Provision (AP). »Ê¹ÚÌåÓýapp Estimate of Expense does not report the savings arising from the omission of, or changes to, works in the Bill and therefore provides only a partial picture of the effect of AP1 on the overall cost of HS2 Crewe - Manchester. This is a consequence of the requirements of Standing Orders with which AP1 is required to comply.

All figures are at third quarter 2019 prices. »Ê¹ÚÌåÓýapp estimate includes contingency of 38% based on a mean value calculation from the Reference Class Forecasting approach. Reference Class Forecasting considers the historic outturn performance of a reference group of projects with similar characteristics to HS2 Crewe - Manchester, and assesses what contingency would need to be applied to the Project to achieve a predicted outturn cost in different scenarios when compared to the reference group.
