• staff at pay band 1 and pay band 1A where they are at deputy director or equivalent level or below
• staff on loan or secondment out of the body (regardless of funding arrangement)
• staff numbers are expressed as full-time equivalents (ie 0.5 full-time equivalents = 2.5 days per week)
