Strategic export controls: licensing statistics revisions policy

This guidance sets out Export Control Joint Unit鈥檚 (ECJU) statistics revision policy.
It covers revisions or corrections to the strategic export controls licensing statistics. 皇冠体育appse statistics cover export licensing decisions made by His Majesty鈥檚 Government (HMG), submitted to and processed by the Export Control Joint Unit (ECJU), part of the Department for Business and Trade (DBT). Licences are used to control the export of strategic goods.

Why do we revise data?
We have identified 3 possible causes of revisions to published data.

receipt of more data or data changes due to amendments
-
corrections due to publishing or data processing errors

changes to data due to methodological changes
Receipt of more data or data changes due to amendments
Historically, amendments to existing licences were the main reason for receipt of more data. 皇冠体育appre are several reasons to amend a licence, including:
-
a licence conversion whereby licences are converted resulting in a change to the licence, such as conversion of a temporary licences to a permanent licence
-
a change to the description of goods on the licence
-
a change to the value of goods on the licence
-
a change to the quantity of goods on the licence
With the introduction of LITE in 2021, this publication has included data from both SPIRE and LITE from the 2021 Q3 publication onwards. Since then, there have been limitations in the聽LITE聽data we have published due to limitations in relation to the ability to extract comprehensive and accurate licensing data from聽LITE, with impacted statistics having been caveated in each impacted publication appropriately.
As the comprehensiveness and accuracy of the LITE data has improved over time, this has seen more the receipt of more data and/or data change. For further details, please see the statement of administrative sources guidance and the quality and methodology guidance.
How we show amendments
For each strategic export controls statistics publication, we:
-
revise the data tables back to 2008
-
use the 鈥榌r]鈥� flag in data tables where figures change between the most recent and previous publication (so revisions are only relative to the previously published data)
-
provide footnotes in the data tables explaining any significant revisions due to the receipt of more data or data changes due to amendments (when deemed necessary)
Corrections due to publishing or data processing errors
We have robust procedures in place to minimise errors in the statistical systems and processes that create the commentary, data tables and charts that we publish. However, errors may occasionally occur.
How we show amendments
Following identification of errors in the strategic export controls statistics, we:

correct the error
-
provide footnotes in the data tables explaining the error and resulting changes
-
use the 鈥榌r]鈥� flag in data tables where figures change between the most recent and previous publication (so revisions are only relative to the previously published data)
-
provide detail in the commentary explaining the error and resulting changes (when deemed necessary)
-
issue a correction notice to alert users (when deemed necessary)
Changes to data due to methodological changes
Changes to underlying data collection methodology can cause revisions.

definitions

classification

geographic coverage
We will consult with users when planning major methodology changes. Options will take into account maintenance of consistent time-series. This includes any revisions to previously published time-series.
ECJU is in the process of introducing a new digital system for export licensing, known as LITE, which will replace its legacy system, SPIRE. 皇冠体育apprefore, at present, 2 administrative sources, SPIRE and LITE, are used to produce the strategic export controls statistics.
With the introduction of LITE in 2021, this publication has included data from both SPIRE and LITE from the 2021 Q3 publication onwards. To date, this has not led to any methodological changes within the strategic export controls licensing statistics.聽 However, there have been some limitations in how we have published the LITE data from the 2023 Q1 publication onwards. How we show amendments
Following any methodological changes impacting upon the strategic export controls statistics, we:
