Extended producer responsibility for packaging: local authority payments

Local authorities can find out how and when they鈥檒l start to receive funding to manage packaging waste, including actions chief executives need to take.

How extended producer responsibility for packaging works聽

From 2025, some organisations and businesses will have to pay a fee for the packaging they supply to or import into the UK market. This is called extended producer responsibility (EPR) for packaging.鈥�

皇冠体育app money will go to local authorities (LAs), as:聽

  • waste disposal, waste collection or unitary authorities聽

  • statutory waste disposal authorities聽

It will cover net costs of collecting, managing, recycling and disposing of household packaging waste.听

In the future, LAs will need to sign up to the new local authority payments (LAPs) function of the EPR digital service to receive payments.

Defra and PackUK (the Scheme Administrator) will contact LA chief executives from November 2024 to let them know what actions they need to take.听

Payments local authorities will receive聽

In the first year (April 2025 to March 2026) LAs will receive a basic payment based on:聽

  • publicly available and existing data, including WasteDataFlow information and Office of National Statistics (ONS) data鈥�

  • data about tonnages, operations and unit costs gathered from a representative sample of LAs across the UK聽

From the second year (April 2026 to March 2027) the basic payment and any adjustments will be based on data LAs submit to PackUK.听

How the basic payment is calculated鈥�

皇冠体育app basic payment uses a model based on:鈥�

  • certain LA characteristics, such as rurality and deprivation鈥�

  • national policies and circumstances鈥�

  • the amount of waste LAs collect and manage鈥�

  • the estimated composition of this waste鈥�

皇冠体育app process for receiving payments and signing up for LAPs started in November 2024. 聽

November 2024聽

In November 2024, Defra sent chief executives an email that included an assessment notice. This included:聽

  • a cost assessment聽

  • an estimate of what the LA鈥檚 basic payment will be for the first year of the scheme 聽

皇冠体育appy also received:聽

  • 聽guidance about the method used to calculate the payment estimate聽

  • 聽a schedule, explaining when they will receive payments聽

皇冠体育app assessment notice included a link to a form LAs can use to submit queries and provide feedback. 聽 聽

April 2025 to March 2026聽

In June 2025, chief executives will receive another assessment notice which may include revisions based on feedback and queries from聽LAs.听

In Year 1 (April 2025 to March 2026),聽LAs聽will receive 3 grant determination letters that will tell them:聽

  • how much they鈥檒l be paid 聽
  • when they鈥檒l receive payments. 聽

皇冠体育appse amounts may be different to the assessment notices chief executives receive in November 2024 and June 2025.听聽

皇冠体育app first payment will be made between October and December 2025 and will cover the first 2 quarters of the financial year. 皇冠体育app second and third payments will be made between January and March 2026 and will cover the third and fourth quarter of the financial year. 聽

LAs will receive remittance advice after each payment.听

April 2026 onwards聽

LAs will receive 4 separate quarterly payments each year from April 2026.鈥�

After the local authority payments service opens聽

After LAPs opens, Defra will send chief executives an email request to sign up for the service. 皇冠体育appy鈥檒l need to give contact details of who will sign up for the service on behalf of the LA 鈥� this will usually be the heads of finance and waste management.听

LAs will be able to use the service to 聽

  • view the detailed breakdown of their payment estimate聽

  • confirm their payment details聽

  • receive updates and notifications聽聽

  • view assessment notices 聽

  • submit data 聽

Data local authorities need to submit聽

If LAs submit waste data through existing services, such as the Waste and Resources Action Programme (WRAP) portal and WasteDataFlow, they must continue to do so. Defra will contact LAs directly if they need to submit further data before LAPs 辞辫别苍蝉.鈥�

Data submissions in future years鈥�

Details of the data LAs will be able to submit in future years have not been finalised.鈥�

Defra is analysing data submitted from representative LAs to confirm what data will be needed for all LAs to collect and report in future years.鈥�

LAs will be updated as soon as this is finalised. 皇冠体育appre鈥檒l be a window for LAs to collect the data before the submission deadline. 皇冠体育app collection windows and submission deadline will be communicated in advance.鈥�

Although LAs are not required to submit data, doing so will help improve the overall accuracy of the modelled payment calculations. This will help ensure LAs receive more accurate payments.鈥�
